For decades, international manufacturers viewed standard ISO 9001 certification as sufficient proof of quality for global export. But as developing economies mature, they enact strict sovereign regulations to protect their citizens from substandard, hazardous imports.

In India, that regulation is governed by the Bureau of Indian Standards (BIS), and its ultimate seal of approval is the ISI Mark.

If you manufacture products governed under mandatory BIS schemes, attempting to import them into India without the ISI mark will result in immediate seizure by Indian Customs, severe financial penalties, and a ban on future imports.


What is the ISI Mark?

Originally derived from the Indian Standards Institution (now known as BIS), the ISI Mark is the official product certification seal in India. It guarantees that a product formally conforms to a specific Indian Standard (IS) regarding safety, quality, and performance.

While obtaining the mark is voluntary for some goods, the Indian Ministry of Commerce and Industry has made it legally mandatory for hundreds of high-risk product categories to protect public health and the environment.


Mandatory Product Categories

If your manufacturing output falls into any of the following macro-categories, you are legally required to undergo BIS testing and display the ISI mark:

  • Electronics and IT Goods: Laptops, mobile phones, power adapters, and LED TVs (often falling under the Compulsory Registration Scheme or CRS).
  • Electrical Appliances: Room heaters, electric irons, cables, and air conditioners.
  • Automotive Components: Tires, safety glass, and specialized wheel rims.
  • Industrial Materials: Cement, structural steel, and specialized chemicals.
  • Medical & Consumer Safety: Packaged drinking water, infant milk substitutes, and medical thermometers.

The Certification Process (FMCS)

For foreign manufacturers (companies whose factories are physically located outside of India), BIS operates the Foreign Manufacturers Certification Scheme (FMCS). It is a highly rigorous process:

1. Authorized Indian Representative (AIR)

A foreign manufacturer cannot apply directly on their own. By Indian law, you must appoint a legally bound Authorized Indian Representative (AIR) residing in India to act as your liaison and legal proxy with BIS.

2. Factory Audit by BIS Officers

Unlike ISO audits that can be sub-contracted to local agencies, BIS sends its own Indian government scientists/auditors to your foreign manufacturing plant. They will inspect your production line, quality control equipment, and testing personnel to ensure you can consistently manufacture the product to the exact Indian Standard.

3. Product Testing

Samples of your product are drawn by the auditor at your factory, sealed, and air-freighted to a BSI-recognized, NABL-accredited laboratory in India. Only after the lab confirms the product passes the destructive safety tests will the license be granted.
